TOURA™ Driver Requirements

These standards protect riders, drivers, and the TOURA™ brand. All drivers must meet TOURA™’s requirements and comply with all applicable federal, Idaho, and local rules for the service being performed. Requirements may be updated at any time.

Service Model & Pickup Policy

Pre-Arranged Only No Street Hails Road Access Rules

Pre-arranged, for-hire (livery) service — confirmed before pickup

This section defines how TOURA™ rides must be accepted and where pickups/drop-offs may occur.

  • Pre-arranged trips only: rides must be booked and confirmed through TOURA™’s booking tools or dispatch before pickup.
  • No street hails / walk-ups / roadside requests: do not accept unbooked “flag-downs” or curbside solicitations.
  • No cruising for fares: do not patrol/roam to search for passengers.
  • Lawful loading/unloading: use legal curb space or designated pickup areas; never stop in travel lanes, fire lanes, or restricted zones.
  • Private property rules apply: follow venue/hotel/mall/hospital pickup instructions, posted signage, and security policies.
  • Non-emergency only: TOURA™ is not an ambulance/medical transport provider. For emergencies, call 911. Rides to/from appointments and non-emergency hospital drop-offs are allowed when pre-arranged.
Common pickup & drop-off examples (pre-arranged only): homes/apartments, workplaces/offices, hotels/resorts, restaurants/retail, malls & shopping centers, retail stores, event venues, marinas, airports (where permitted), doctor’s offices/clinics, and non-emergency hospital entrances.

Not limited to these locations: other lawful public or private locations requested through the booking tools/dispatch may be served, subject to access, safety, and posted restrictions.
Road access policy: Trips should remain on paved or maintained roads and standard parking areas. Short maintained dirt/gravel access roads used as an entrance/exit to established destinations (and short private dirt/gravel driveways) are acceptable when needed for pickup/drop-off. No off-road ventures and no extended travel on unimproved roads.
